Adds tag and push subcommands.

Example:

Tag:

./model-cli tag ai/smollm2 localhost:5000/smollm2
Model "ai/smollm2" tagged successfully with "localhost:5000/smollm2:latest"

Push:

./model-cli push localhost:5000/smollm2
Uploaded: 258.01 MB
Model pushed successfully
