Update conventional-changelog-conventionalcommits and TriPSs/conventional-changelog-action

🧽 Maintenance Description

conventional-changelog-conventionalcommits recently released a new version 8 which drops CommonJS support in favor for ESM. Since we didn't pin the version but only did npm i conventional-changelog-conventionalcommits it always installed the latest version. The conventional-changelog-action Github action of version 5.3.0 failed, since it does not use the package in ESM flavor.
We did a temporary fix by pinning the version to 7.

We should update both packages as soon as conventional-changelog-action provided an update and support.

There is already an ongoing issue: TriPSs/conventional-changelog-action#260
