Some questions:

1. Have you tried to build all the images using this new compose? Context is changed, and some images need the full context (due to inter-project references). That was the reason to use . as context

2. The issue you are trying to solve is really a compose 1.21.2 issue (build with context and dockerfile fails due to cannot locate specified dockerfile for version 1.21.2 docker/compose#5969). Manually downgrade to compose 1.21.1 solves the issue
