Bump to mono/0f53cb27, which is the commit before the cecil bump. Let's see if this fares any better.

Bumps to cecil/mono-2017-10/76ffcdab. This is consistent with cba77e9, which *hopefully* means we won't get the unit test failures seen in PR dotnet#1101.
