Split static web assets SDK from the Razor SDK

  • Removing the Razor SDK and related files from the SDK repo, since they ship from dotnet/razor now.
  • Removing Static Web Assets related files from the Razor SDK repo, since they'll ship from the SDK repo.
  • Updating the Razor SDK repo to consume the static web assets SDK repo.

We're moving this issue to the .NET 8 Planning milestone for future evaluation / consideration. We would like to keep this around to collect more feedback, which can help us with prioritizing this work. We will re-evaluate this issue, during our next planning meeting(s).
