CI failure with package restore

This failure occurred in CI on #48957.

I re-ran the leg to get the PR through, but didn't find a prior issue for this type of failure so I'm creating this to track it.

I think I've seen this before on that GRPC project, I remember it happening in a PR a while back - if I recall correctly it's related to our "BuildAfterTargetingPack" logic (that's the project we invented that logic for). I'll see if I can dig up that PR

I wasn't able to find the PR when I looked last time. I don't think we see this error too often, but we should leave this issue open as a tracking issue in case it becomes more prevalent in the future.

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release. We will reassess the backlog following the current release and consider this item at that time. This has been cropping up more lately. I believe getting rid of our custom reference resolution stuff will help with this
