Since we don't have good automated/manual test coverage for this area, we try to update the Swashbuckle dependencies as needed when we can go through and do a manual validation pass. Given that this is just to remove a warning and that there are no bug fixes/feature integrations we're picking up here, I'd say let's wait to update Swashbuckle until we have a reason to as part of the OpenAPI work in #37098 |

Bump Swashbuckle package to latest stable for WebAPI templates
Summary of the changes (Less than 80 chars)
Just a dependency bump to latest Swashbuckle package for WebAPI templates to remove immediate warnings when someone creates a new application.
