Pull Request Overview
This PR adds System.CommandLine to the list of APIs that are not open to public contributors and reorganizes some entries in the configuration for better consistency.
- Adds System.CommandLine to both disallow-edits policy and docfx.json configuration
- Reorganizes entries in docfx.json to group wildcard patterns separately from specific file patterns
- Moves System.Runtime.Serialization.Schema to group with other wildcard patterns
