@sbomer the illink analyzer bug is now failing deterministically with a new SDK.

I think we need to fix this before we snap for P1 on Monday afternoon.

I merged #4401 to bring in dotnet/runtime#123527 which fixes this for net11.0 projects, but the build is failing on net10.0 projects because those use the net10.0 shipped analyzer. I think we should revert the breaking change: #4404. @jjonescz @agocke

I agree with that. We can't produce an 11.0 P1 SDK with that regression and the only way to fix the 10.0 ILLink pack is through servicing. The roslyn API needs to be brought back. I don't see another option.

As Sven stated in another thread, the 10.0 ILLink analyzer from the pack will also start failing with the new compiler when inserted into the SDK / VS.
