Cache property and field infos

Memoize DisplayName() for Type
Call Attribute.IsDefined before GetCustomAttributes()
Use in parameters for TypeMappingInfo and RelationalTypeMappingInfo
Implement IEquatable<T> on TypeMappingInfo and RelationalTypeMappingInfo

Fixes #9347
