Now that the 10.2 release branch has been cut, main branch targets 10.3 development. Replicates the pattern from PR #7105 (10.1 → 10.2).

Changes

  • eng/Versions.props: MinorVersion 2 → 3

Template snapshot files no longer require updates—they use {VERSION} placeholders managed by the package reference scrubber in the test infrastructure.
