There were no changes .100 to .101, when nuget package is made, there's no check whether file exists. It just appends it.

But the page it links to - could be created with a link to any other content.

You can add a check to CI that file which corresponds to current release exists, even if empty. That way, link will always be valid, and file will always be created by person who does release bumps.
