somehow, when global.json in this repository disagrees, we get an inscrutable exception when running tests calling to
FSharp.Test.Utilities.TargetFrameworkUtil.getNetCoreAppReferences.The exception now reports the full output of
dotnet buildwhich contains the diagnostic information user would normally search for by step debugging.
