Update arcade and use -Svc pools for release/rename branch

While this is a lot of files being touched, it's only two things:

• Update to latest Arcade from release/7.0 branch
• Move builds to -Svc pool providers (same images and machine size, different billing entity)

we're not yet in a position to take the arcade updates, can this be trimmed to just the machine pool changes?

Sure, now it's purely a pool provider name change. All the stuff in eng/common is already in any arcade you'd update to so future arcade updates won't lose this.
