- Updated Tools.csproj target framework from net472 to net9.0 - Added explicit version properties for .NET 9 compatible MicroBuild packages: - MicrosoftManifestToolCrossPlatformVersion: 1.1.279 - MicrosoftVisualStudioEngMicroBuildPluginsSwixBuildVersion: 1.1.562 - MicrosoftDotNetIBCMergeVersion: 9.0.0 - DropAppVersion: 22.50.34905 - Added conditional property assignments to prevent overriding Arcade SDK versions - Ensures MSI conversion tools are compatible with .NET 9.0.36 SDK environment Fixes assembly loading conflicts in 'Convert NuGet to MSI' build stage.
