Change default HybridWebView local address from 0.0.0.0 to something safer #24364

Same as #24363 but for HybridWebView.

Per that issue and related investigation, we found that using 0.0.0.1 is the safest choice for now.

The 0.0.0.0 address stopped working in iOS 18/MacCat, and is possibly going to stop working in other platforms/webviews, so it's being changed to 0.0.0.1, which has been verified to work.
