SearchBar focus/unfocus do not fire on Windows

Description

The Focused and Unfocused events are never raised in a SearchBar on Windows. I thought maybe it was going to be fixed by #27577 but it is not.

Steps to Reproduce

1. Add a SearchBar with Focused and Unfocused event handlers
2. Run and observe that the event handlers are never triggered

This issue has been verified using Visual Studio 17.14.0 Preview 2.0(9.0.50 & 9.0.0). Can repro this issue on Windows platform. On 8.0.100 works fine.
