Review Change in behavior disabling click dragging on iOS CollectionView in SR7

The following PR modified it so on iOS you have to long press to reorder

I'm curious to review the approach on 28623 if we can keep dragging enabled without requiring a long press so that users aren't surprised by the change in behavior
