TimePicker Does Not Update Its Format When the Culture Is Changed at Runtime

Description

When changing the culture at runtime, the TimePicker control does not immediately update its displayed time format to reflect the new culture. However, once a time is selected from the TimePicker, the displayed time is updated to match the selected culture.

Steps to Reproduce

1. Run the attached sample: TestingApp.zip
2. Observe the TimePicker when changing the culture.
3. Try selecting atime from the TimePicker after changing the culture.

This issue has been verified in Visual Studio Code 1.101.1 with .NET MAUI versions 9.0.80 & 9.0.0. It can be reproduced on the Android, iOS, MacCatalyst, and Windows platforms.
