Remove all GetAssemblies() implementations

Description of Change

This PR just removes the remaining implementations and also the API from Device. The AppDomain is currently being used and this "feature" is not something we want to do going forward.

The GetAssemblies member on IPlatformServices was removed some time ago.

Additions made

• Removes the interface implementations for GetAssemblies
• Removes Device.GetAssemblies
