Summary
Add a file imported by the new Test SDK to ARM64 MSBuild.
Customer Impact
MSBuild-integrated tests fail on ARM64 VS.
Regression?
No: this scenario never worked for ARM64.

Manual validation and #9984.

Very low: adding one file to the ARM64 component manifest.
