In the switch to Central Package Management (#8317), I missed that PrivateAssets doesn't apply to PackageVersion items, which caused us to have an extraneous dependency from some of our packages to Microsoft.VisualStudio.Setup.Configuration.Interop for 17.6, 17.7, and 17.8.

LGTM. CPM also offers Global Package References in case that's helpful for you: https://learn.microsoft.com/en-us/nuget/consume-packages/central-package-management#global-package-references

Yeah I contemplating switching this one, but decided (as I think we did before) that we don't use it in enough of the projects. Would have avoided this problem though!
