Support analysis scope configuration from Solution Explorer

Solution Explorer should allow configuration of the background analysis scope for a specific solution by the following:

• Right click the solution node in Solution Explorer
• Expand the Analysis and Code Cleanup submenu

This value can either be set to use the IDE default value (configured in Tools → Options...), or can override it with a value specific for that solution.
