Automatic restore should run even when the target is already loaded

I feel this is blocked by #78559, as excessive numbers of design-time builds cause excessive numbers of toasts to appear during ordinary editing.

Oh, good catch, that's actually a bug. 😄 I don't know why else we would have kept the 'targetNeedsRestore' flag as a local outside the "if" check.

And this also means you can toss the "targetAlreadyExists" flag then.
