Mark SyntaxTokenParser as non-experimental #79520
Description
Now that SyntaxTokenParser has been used in a few places, we're ready to call it shipped. We should remove the experimentalattribute from these apis, and leave a historical note in our experimental ID list for the future that the ID was previously used.
