csc.exe isn't used for build in VS

Are we sure it isn't used? There are definitely RPS scenarios that exercise it (we create data for it, so something must be hitting it).

@agocke said vbcscompiler is used by default in VS build scenario. And I checked our private run, csc.exe doesn't produce any data there either.

Ok, I guess it was previously incorrectly being used.

@JoeRobich It seems github is having some issue with CI status. All the checks are passed if you go to "checks" tab, but the status stuck as incompleted. Could you please just force merge it?
