Build android-x64 Release AllSubsets_CoreCLR timeouts

Much as with #115955, the Build android-x64 Release AllSubsets_CoreCLR job is frequently taking 4+ hours and then timing out. It is a regular blocker for PRs and is taking 2-3 or more times longer then the next longest job (most complete in under 70 minutes, there is one other outlier that takes 110 minutes).

Sigh - there aren't enough machines spun up. Similar problem as the last time.

Thanks for reporting this. I’ve disabled the additional smoke tests on emulators. Android emulator queues should be using Linux machines without physical devices. There should be enough devices available to run the library smoke tests.
