[browser][coreCLR] produce and consume dotnet.native.js.symbols

• produce dotnet.native.js.symbols and add it into AppBundle when $(WasmEmitSymbolMap)
• decide when WasmEmitSymbolMap should be set to true by default.
  • probably for in-tree builds or tests on CI
• implement symbolicateStackTrace in src\native\libs\System.Native.Browser\diagnostics\symbolicate.ts
• implement file loading in src\native\corehost\browserhost\loader\assets.ts
• fix Firefox [wasm] mono_wasm_trace_logger doesn't display message in FireFox console #76710
