Installing VS2015Tools-Preview2 from layout broken

When creating a layout folder using the installer executable:

DotNetCore.1.0.0.VS2015Tools-Preview2.exe /layout C:\layout

And trying to install from that location:

C:\layout\DotNetCore.1.0.0.VS2015Tools-Preview2.exe

results in following errors:
