Pull Request Overview
This PR removes the helix queue configurations for the s390x and PPC64le architectures since these queues are non-functional and there is no plan to fix them.
- Removed extra helix test steps from the runtime-community pipeline.
- Deleted s390x and PPC64le queue setup entries from the libraries pipeline.
