Pull Request Overview
This PR reverts a previous change that added extensive tracing/logging to the hostpolicy_init_t::init function. The tracing was temporarily added to help investigate an intermittent issue that has since been resolved, so the extra logging is no longer needed.
Key changes:
- Removes verbose trace statements from the hostpolicy initialization process
- Cleans up temporary debugging code that is no longer necessary

Reverts #118973
This extra logging was added for investigating #118904 because it was intermittent and we couldn't get dumps. We can remove it now.
