This pull request reverts PR #124463, which had re-enabled the test ClientDisableTlsResume_Succeeds. The test is being disabled again because it's failing on Windows 2022 and Windows Nano platforms. The change adds an [ActiveIssue] attribute to skip the test on Windows platforms while the underlying issue is investigated.
