P.S. I apologize for the duplicated job.yml; I'll remove it right after the integration, before that it would be a huge pain because template paths are interpreted in the context of the job.yml path, not the path of the script that passed the template somewhere, so that basically all template paths will need changing in a way that differs between dotnet/coreclr and dotnet/runtime. |

`jit_tls->interp_context` gets initialized lazily, that is, upon the first interpreter execution on a specific thread (e.g. via interp_runtime_invoke). However, with mixed mode the execution can purely happen in AOT code upon the first interaction with the managed debugger. This change brings the runtime repo up to date with CoreCLR w.r.t. my infra changes after Viktor's integration. My intent is to merge this change in and rebase my WIP CI changes against it as I believe the remaining delta is just infra issues that can no longer be solved by means of back-compatible commits into CoreCLR.
