I'm doing some tests with the new prop UseMSBuildTestInfrastructure (dotnet/msbuild#9193)

dotnet build -t:Test -p:UseMSBuildTestInfrastructure=true

But looks like the Microsoft.Common.Test.targets is not inserted

The imported project "C:\Program Files\dotnet\sdk\9.0.100-alpha.1.23619.4\Microsoft.Common.Test.targets" was not found. Confirm that the expression in the Import declaration "C:\Program Files\dotnet\sdk\9.0.100-alpha.1.23619.4\Microsoft.Common.Test.targets" is correct, and that the file exists on disk.
