dotnet run eats --help arguments meant to be passed to single-file apps #52337

Describe the bug
If a single file app using i.e. System.CommandLine wants to handle --help or similar arguments, it can't, because dotnet eats that argument specifically.

Theoretical workaround doesn't work:
dotnet run wasm-ryujit-runner.cs -- --help
No help text - the -- seems to suppress the --help behavior.
