Could someone look into triaging either this or #45598 please? Fixing this blocks our migration to .NET 9.

Successfully merging this pull request may close these issues.

I upgraded to 17.12.3 and got a weird error about “DiscoverPrecompressedAssets” task failed unexpectedly. Did not have this issue before upgrading.
