Create a new template for console applications that will be called “app”.

This template will have the following differences with the current console template.

  • The program is a top-level program, still displaying “Hello world”
  • When single file programs are ready, the template will shift to being a single file program
  • Nullable enable is set to true by default
  • Integer overflow checking is set to true
