[action] Update AutoMergeScan action to ignore Semgrep and rerun fail…

…ed job. (sonic-net#14118)

Why I did it
Semgrep check has some issues. Ignore it.
check automerge label.
Ignore Azure.sonic-buildimage sub test jobs. Only check final result.
