Update Mexico State and cities names and improve state code

• Change Mexico state names:
  • Coahuila to Coahuila de Zaragoza
  • Michoacán to Michoacán de Ocampo
  • México City to Ciudad de México and improve iso2 to CDMX
  • Veracruz to Veracruz de Ignacio de la LLave
• Improve Mexico cities change state_code CMX to CDMX

The added names are the oficial and legal name of these mexican states and cities.

These changes were made according to certain official Mexican institutions, oriented to the consultation of postal code information and consultation of addresses for credit information, such as COPOMEX and Buro de crédito.

All other changes are fine, except CMX to CDMX
As per Wikipedia, the Ofiicial ISO-3166 code is still CMX however, the Automotive Vehicle registration code is changed from CMX to CDMX.

EDIT:
Also on a side note, even though these updates get merged into the Database, they won't be updated to API service until the defined date.
