Revamp of build system and configuration

Create builder as Docker container image (https://hub.docker.com/r/sysdiglabs/sysdig-inspect-builder)
Unified build script to build Linux, MAC, Windows packages as well as Docker container image
Move Sysdig Inspect image to https://hub.docker.com/r/sysdig/sysdig-inspect
Update dependencies to fit the new builder
Move build to Jenkins pipeline (managed by Sysdig)
