VERBOSITY_VERBOSE is -v. VERBOSITY_VERY_VERBOSE is -vv. VERBOSITY_DEBUG is -vvv. I think we should use VERBOSITY_DEBUG here.

The new code in Preflight.php could easily be moved elsewhere if anyone has thoughts on that.
