TClock v2.4.4.531 (64bit only

I've built the updating code to handle fractional timezones (like those found in India), and am including it here as a release.
This is just the 64bit "Clock64.exe" file.
Just replace the existing Clock64.exe with this one.

Then update your clock text to use the new fractional timezone formatters.
