Details of the scenario you tried and the problem that is occurring:
Although Swedish operating systems are rarely used in Sweden, they do exist. And for those people installing SQL Server on this localized version they probably want the verbose output and error messages in Swedish.

I'm working on this, since this is the only language I feel comfortable to translate into. 😉 My hope is that this will help other contributors to localize resources to their language.
