SqlServerDsc: Unit tests run in PowerShell 7

Pull Request (PR) description

• SqlServerDsc
  • The CI pipeline now uses the latest version of the module ModuleBuilder.
  • The unit tests now run on PowerShell 7 to optimize the total run time.

This Pull Request (PR) fixes the following issues

• Fixes SqlServerReplication: Integration test is missing for this resource #755
• Fixes SqlServerDsc: Run unit tests in PowerShell 7 to increase speed #1513
• Fixes SqlServerDsc.Common: Invoke-InstallationMediaCopy fails when run in PowerShell 7 #1530
