This PR updates the pipeline agents to the supported versions. It also updates pipeline files to the latest pattern.

This Pull Request (PR) fixes the following issues

• Fixes Update CI Pipeline Files from Latest Pattern #97
• Fixes Update Azure DevOps Pipeline Images #96

• Integration tests added/updated (where possible). See DSC Community Testing Guidelines.
• New/changed code adheres to DSC Community Style Guidelines.
