This PR adds a param
skip_first_n_generation_tokensto the repe algorithm. This allows us to skip the first generation token to 100% match what CAA does. This PR also enables the test case that asserts that our steering is identical to CAA steering, now that nrimsky/CAA#2 has been fixed by Nina.
