Added makefile for Docker

Other recent fixes:

• Created makefile for using with Docker

• updated to handle that matrices in R 4.0.0 have class 'matrix' 'array' therefore checking of class does not work (15th Jan 2024)

• fixed error where dev.off() could cause the script to crash, also no longer creates empty Rplots.pdf file when running (11th Apr 2023)

• ref panel is now read checking that there is the correct number of cols in each row (6th Sep 2020)
