prefs.php fails on e107::getDate()->supported('P') (infinite loop on Windows) #3625

When trying to open the preferences page (prefs.php), the page doesn't open. Instead it starts an infinite loop and runs into a timeout.
After some research, the method e107::getDate()->supported('P') fails when testing the 'Z' format. The 'Z' and 'z' formats are not supported on windows. Instead of failing silently and to continue with testing, the script dies and starts all over again.
