Fix for problem with
actions/setup-python:Python 2.7 is no longer available in GitHub Actions, see actions/runner-images#7401 and actions/setup-python#672
edit: I was enabling running the tests with Python 3.11 as a replacement, but that re-introduces the problem that was fixed in #10326, because the
prune = 0insetup.cfgdoesn't seem to work anymore (see also pypa/setuptools#1807)
