Time formatting problem

With en-CH-scout we have the problem in the schedule entry edit dialog, that a correct logical format is not accepted.

Core Meeting Decision

1. We want it to be consistent.
2. Between language and language-Scout should be no difference
3. We prefer UK date format
4. We would love the 24h format instead of mixing (maybe in the far future we can make this a setting)
